Bali's underwater environment is one of the island's most commercially underutilised assets in package travel. Most agents default to land-based cultural itineraries when planning Bali programs, treating the ocean as a passive backdrop. But for clients with any interest in marine life, the diving and water sports around Bali are genuinely world-class — and they're a strong differentiator when selling against standard Bali packages.

Bali's Main Dive Sites: Agent Reference

Tulamben (northeast coast): Home to the USAT Liberty shipwreck, one of the most accessible wreck dives in the world. The Liberty sits just 30 metres from the beach in 5–29 metres of water. Tulamben is suitable for all certification levels including beginners, and the diversity of marine life — resident bumphead parrotfish shoals, barracuda, nudibranchs — makes it compelling even for experienced divers. Approximately 2.5–3 hours by road from Seminyak.

Amed (northeast coast): A cluster of fishing villages with excellent reef diving, Japanese wreck, and gentler currents than the south. Often combined with Tulamben in a two-day northeast coast program.

Nusa Penida / Nusa Lembongan (southeast of Bali): The best place in the area for oceanic sunfish (mola mola) encounters, typically between August and October. Manta ray sightings at Manta Point are common year-round. Currents can be strong here — appropriate for intermediate to advanced divers. Fast boat from Sanur Beach.

Menjangan Island (northwest Bali): Within West Bali National Park, featuring excellent wall diving with outstanding coral coverage and visibility. Less visited and more pristine than the eastern sites. Approximately 3 hours from Seminyak but can be combined with an overnight stay in Pemuteran.

Padang Bai (east coast): Good variety of dive sites including Blue Lagoon (suitable for all levels), Shark Point, and the channel crossings to Nusa Penida. Convenient staging point for agents routing programs through east Bali or via the Gili Islands ferry.

Water Sports Beyond Diving

For non-diving groups, Bali's water sports scene covers a broad range:

  • Surfing lessons and surf programs: Kuta, Seminyak, and Canggu for beginners; Uluwatu and Padang Padang for experienced surfers. Dedicated surf camps in Canggu handle group bookings and can accommodate mixed-ability groups with multiple instructor ratios.
  • White water rafting: The Ayung River near Ubud (Grade II–III, suitable for most fitness levels, minimum age typically 7 years) is the most popular option. The Telaga Waja River in Karangasem (Grade III–IV) offers a more challenging experience for adventure-focused groups.
  • Stand-up paddleboarding and kayaking: Available through most beach clubs and activity operators in Sanur and Lembongan.

Structuring Programs for Groups

For groups with a mix of divers and non-divers, northeast coast programs work well: send divers into the water while non-divers can enjoy the rice terrace scenery of the east Bali highlands. Combined with a Tirta Gangga or Ujung water palace stop on the return, it builds into a strong full-day itinerary.

For dive-specific groups, a 3–5 day diving focus combining Tulamben, Amed, and a day trip to Nusa Penida covers the best of Bali's underwater topography. Accommodation in Tulamben allows early morning diving (before day trippers arrive) with clear advantages for site quality.

B2B Pricing and Operator Selection

Dive program pricing depends on certification level, number of dives, and site. Day trips from south Bali to Tulamben with 2 dives and all equipment: approximately USD 80–120 per person for certified divers; USD 50–75 for introductory dives. Group discounts (10+) are standard.

When selecting dive operators for B2B programs, confirm PADI or SSI affiliation, boat safety standards, and guide-to-diver ratios. For groups, ratios should not exceed 4:1 (divers to guide) at sites with any current.
