印度护照持有人无法使用 K-ETA,且韩国不设落地签,因此必须在出发前取得 C-3 短期访问签证,通常经由韩国签证申请中心办理,需五至十个工作日。由政府认可旅行社承办的团体,在 2027 年 6 月 30 日前免收签证费。济州的免签便利既不保证入境,也不适用于韩国本土。
Korea is one of the harder Asian destinations to sell into the Indian market, and the reason is almost never the product. It is that the visa is a real gate, it is misunderstood on both sides of the counter, and a client who assumes Korea works like Thailand or Malaysia finds out too late. This is the position as it stands, written for agents quoting Korea out of India.
A note on currency. Immigration policy moves. Everything below reflects the rules as published at the end of August 2026, including the Indian Embassy in Seoul's Jeju advisory of 24 February 2026. Confirm current requirements before you put dates in front of a client — with our Korea desk, or with the mission directly.
为何 K-ETA 不适用于印度护照
K-ETA is the Korea Electronic Travel Authorization, and it is the single most common source of confusion on this route. It is not a visa and not a substitute for one: it is an online authorisation for nationals who already hold visa-free entry to Korea, in the way ESTA works for the United States.
India is not on that list. An Indian passport holder cannot apply for K-ETA, cannot obtain a visa on arrival, and has no general tourist e-visa route. A visa must be issued before departure. If a client tells you they will "do the K-ETA online", the itinerary is already wrong.

C-3 短期访问签证
The relevant class is C-3, the short-term visit visa, in its tourism sub-class. It permits a stay of up to 90 days and is issued as single or multiple entry.
The documentary set is conventional but unforgiving on the financial side. Expect to assemble:
- Passport with at least six months' validity and blank pages
- Completed application form and a 35×45mm photograph
- Confirmed return flight reservation
- Confirmed accommodation for the full stay
- Bank statements covering the recent months
- Income tax returns
- Proof of employment or business registration
The financial and employment evidence is what decides marginal cases. A thin file on ties-to-home is the common cause of refusal, not the itinerary. Agents who prepare that side properly see materially better outcomes than those who submit the minimum.
在哪里申请、需要多久
Applications are lodged at a Korea Visa Application Centre — Delhi, Mumbai, Chennai, Kolkata or Bengaluru — or directly with the Embassy or the relevant Consulate.
Processing normally runs about five to ten working days from submission. The practical rule is to lodge at least three weeks before departure, and to go further out across peak periods and either lunar holiday. The mistake that costs files is treating the visa as a formality to be handled after flights are ticketed; it belongs in the booking timeline from the start, alongside the deposit schedule.
团队签证费减免
Korea's Ministry of Justice waives the short-term group visa application fee for organised tour groups from six source markets, India among them, alongside Cambodia, China, Indonesia, the Philippines and Vietnam. The waiver currently runs to 30 June 2027.
Two things matter for how you use it. First, the group must be handled by a government-approved travel agency, which carries responsibility for keeping the party together on the declared programme — the approval sits with the agency, not the passenger. Second, it removes a fee, not a requirement: the visa is still issued in the ordinary way, with the ordinary documents.
Alongside it, the Korea Tourism Organization operates a group visa route aimed at corporate and incentive movements, pairing the fee waiver with faster handling. The direction of travel is clear — KTO ran a MICE roadshow in Mumbai in June 2026, and Indian incentive volumes into Korea have risen sharply, with several thousand corporate travellers moving in the September window alone. If you handle corporate business, this is the year to look at Korea seriously.

济州免签入境:允许什么、不允许什么
Jeju runs a separate visa-free facility for short-term tourism that Indian passport holders can use. It is genuine, and it is also the single most dangerous thing on this page to sell casually.
The Indian Embassy in Seoul issued an advisory on this in February 2026, and its language is worth quoting rather than paraphrasing. Entry under the facility is permitted "strictly for short term tourism". It "does not guarantee entry" — final admission is determined by immigration at Jeju International Airport, and a passenger who cannot explain their travel plans clearly risks refusal. A passenger refused entry "will be returned on the next available flight of the same airline", and may be held in a detention facility in the meantime.
Most important for itinerary design: the Jeju waiver does not permit travel to mainland Korea. The advisory states plainly that attempting to leave Jeju for the mainland without a visa is illegal. Overstay or unauthorised activity can result in future travel bans.
The embassy's document list for anyone travelling on this basis is: printed confirmed return tickets, hotel reservations, a detailed itinerary, proof of funds, a passport valid six months or more, travel insurance, and accommodation contact details. Printed, not on a phone.
Used properly — a genuine Jeju-only leisure trip, well documented, briefed honestly — the facility works. Used as a shortcut to get a client into Korea without a visa, it fails at the immigration desk, and the agent who sold it wears the consequence.

电子入境卡
Separately from the visa, Korea replaced the paper arrival card with an online e-Arrival Card, mandatory since February 2025. It is an immigration declaration run by the Korea Immigration Service, it is free, and it is completed online before departure.
It applies regardless of visa status, and it catches out groups whose paperwork is otherwise in order. Add it to your pre-departure checklist next to the visa itself, not as an afterthought at the airport.
