Part of what you quote in Asia does not move when a supplier decides it does. It moves when a ministry publishes a number, a fuel average crosses a bracket, or a temporary measure reaches its end date — and none of those is a conversation you can have with a hotel.
That is not a reason to pad every quote. It is a reason to know which line items carry a regulatory clock, because each of our destinations winds a different one, and a single "prices subject to change" footer covers none of them properly.
Drei Destinationen, drei verschiedene Auslöser
Thailand moves on the TICKET-ISSUE DATE. Airports of Thailand raised the international departure Passenger Service Charge from 730 baht to 1,120 baht per passenger, effective 20 June 2026, across all six AOT airports — Suvarnabhumi, Don Mueang, Chiang Mai, Mae Fah Luang Chiang Rai, Phuket and Hat Yai. The domestic charge was unchanged at 130 baht. The trigger is not the travel date: a ticket issued before 20 June keeps the old rate whenever the client flies, and a ticket reissued after it carries the new one. So the exposure sits between quoting and ticketing, which on a group file can be weeks.
Indonesien moves on a FUEL BRACKET. Ministerial Decree No. 1041/2026 replaced a flat domestic fuel surcharge with a bracket system in which the permitted ceiling scales with the average aviation fuel price — a range The Jakarta Post put at 10 per cent to as high as 100 per cent of the applicable fare ceiling in its 29 May 2026 analysis. The operative figure has moved repeatedly: 38 per cent on 6 April, 50 per cent permitted from 13 May with avtur at Rp29,116 a litre, 30 per cent in August, and 40 per cent as reported by ANTARA on 2 September, with avtur at Rp23,315 a litre and up about 6.5 per cent on the previous period. Airlines may price below the ceiling and often do, so a ceiling that moves is not a fare that moved — but the input is a published fuel average rather than anyone's commercial judgement, and it is reset per evaluation period.
Korea moves on a CALENDAR EXPIRY. Its group-visa concessions are temporary and dated. The Justice Ministry's waiver of the group tourist visa application fee — 23,000 won, about 15 US dollars — covers travellers from Cambodia, China, India, Indonesia, the Philippines and Vietnam, and was extended from an end-June 2026 expiry to 31 December 2026. Separately, Indonesian group tourists have entered visa-free since 28 May 2026 on a minimum of three travellers through designated agencies, for up to 15 days, with rosters filed in advance. Both end on the same day, and nothing has been announced beyond it.

A generic "subject to change" line treats all three as the same risk. They are not, and the differences decide what you actually write.
A ticket-issue trigger is answerable by acting: issue before the date and the exposure is closed. The right instruction to an agent is operational, not contractual — get it ticketed.
A bracket trigger cannot be closed by acting, because the reset is periodic and no one controls the input. The right response is a stated validity window on the air component and a re-quote at confirmation rather than at enquiry, which is the cheapest check in the process.
A calendar expiry is neither: it is a known date with an unknown decision behind it. The right response is to say in writing that the basis is under review and will be confirmed nearer travel — because a concession that has already been rolled twice is a reason to expect a decision, not to assume a particular one.

Do not predict the direction. A ceiling that rises is not a fare that rises; Indonesian carriers may price below it and commonly do. A prediction that does not come true costs more trust than the saving was ever worth.
Do not present a government charge as a supplier increase. The Thai PSC is collected in the fare at purchase, not at the airport, and telling a client to budget for a counter payment invents a step that does not exist.
Do not quote a concession as a benefit without its conditions. Korea's Indonesian visa-free route carries a minimum group size, a designated-agency channel, a 15-day cap and an advance roster. A benefit with operational requirements is a benefit that is lost by missing one of them.

Give the regulated components their own line and their own date, rather than burying them under a whole-quote validity. Name the trigger in your own notes — issue date, evaluation period, expiry — because when something moves, that tells you whether to call the airline, read the bracket, or wait for a ministry.
Collect the passport mix at deposit stage on any group touching Korea, since these concessions apply per passport and not per booking. And for Japan, which carries none of these three today, the discipline is the same one in reverse: the absence of a regulatory clock is a fact about this year, not a property of the destination.

Are these figures rate-sheet prices? No. They are published government charges and policy settings — a departure charge, a surcharge ceiling, a visa application fee. We do not publish rate-sheet figures on this blog, and none of the numbers above is one.
Does a higher surcharge ceiling mean Indonesian domestic fares went up? Not necessarily. The ceiling is what carriers may charge, not what they do charge, and ANTARA is explicit that they may set the surcharge below it according to their own strategy.
What happens to Korean group concessions after 31 December 2026? Nothing has been announced. Both measures have been extended before, which is a reason to expect a decision rather than to assume one. Quote 2027 departures with the entry basis stated as under review.
Which of the four destinations is most exposed? The one with the most domestic sectors in the itinerary, which is usually Indonesia — not because the per-sector risk is larger, but because the same regulated component recurs several times in one file.
