Responsible tourism in Thailand is not a values statement, it is an audit — because the word "sanctuary" is unregulated, the marine parks close on dates most itineraries ignore, and the single question a source-market client is most likely to ask an agent about Thailand is what happens to the elephants. An operator that answers with adjectives is a liability. This guide sets out what to actually check, and how Explera Thailand builds programmes that survive scrutiny.

Three different things, and they need separating. A tour operator wants claims its brochure can carry in a regulated source market. A corporate or incentive buyer wants supplier-level facts it can report. A private client wants not to be complicit in something they would be embarrassed by. All three converge on the same operational answer: named suppliers, stated practice, and documentation the operator can produce rather than describe. Four things separate an operator with a policy from one with a practice. First, a written animal-welfare position that names which venues it will and will not book. Second, calendar literacy on marine park closures and access caps, without which an itinerary is sold that cannot be operated. Third, supply-chain visibility — who owns the camp, who employs the guide, where the room rate lands. Fourth, child-protection procedure, which in this destination is not optional. An agent evaluating an operator should ask for the list of venues it refuses, by name. An operator that has never refused anything has never audited anything.

This is the question the trade actually gets asked, so it deserves the most precision.

Thailand has several thousand captive elephants working in tourism. They are privately owned, they are expensive to keep, and the mahout families around them depend on the income. That matters because it makes a blanket boycott the wrong instrument: withdrawing trade volume from every camp does not release the elephants, it defunds their care. The professional answer is to move volume toward the venues that meet a standard and away from those that do not — which requires a standard.

"Sanctuary" means nothing as a word. It is not a licensed term, and venues offering riding and performances use it freely. Judge the practice instead:

  • No riding, no performances, no painting, no circus behaviour. This is the floor, not the summit.
  • How much contact is sold. Observation-only is the most defensible model. Bathing programmes are still close contact and a growing number of serious venues have stopped them — an operator should know which of its venues have and why.
  • Chains, hooks and enclosure. Ask what restraint is used, when, and for how long. "Never" is rarely a true answer; a truthful one is more reassuring than a marketed one.
  • Herd composition and breeding. A venue that breeds is producing more captive elephants, which is a different proposition from one that retires them.
  • Mahout terms. The mahout's pay, housing and continuity of employment with the same animal are welfare questions for the elephant as well as the person.
  • Veterinary access, on record rather than on call.

The related venues are simpler to rule on. Tiger attractions, elephant shows and monkey performances should not be in a trade programme at all; the reputational exposure is total and the defence is nil. Our elephant sanctuary note goes further into the venue-level detail.

Thailand actively manages its marine parks, and an agent who does not know the dates will sell a day that cannot happen.

Seasonal closure is the big one. The Similan and Surin islands close to visitors for roughly half the year — broadly mid-May to mid-October — to let the reefs recover through the monsoon. This is not weather-dependent discretion; the parks are shut. An itinerary promising Similan in July is not a risk, it is an error, and it surfaces at the worst possible moment.

Maya Bay is the cap case. Closed in 2018 after visitor pressure destroyed the reef, it reopened under a managed regime: visitor numbers limited, boats moored at the rear of the headland rather than in the bay, and no swimming in the bay itself. Clients who have seen the film expect something the site no longer offers, and the honest move is to brief that before booking rather than after arrival.

Fees and rules belong in the quotation. National park entry is charged at a different rate for foreign visitors, reef-damaging sunscreen is prohibited in the parks, and single-use plastics are barred. None of it is expensive; all of it is friction if it appears at the gate. Dispersal and ownership do the same work here as anywhere, with two Thai specifics worth knowing.

Guiding is a reserved occupation. Thai law restricts paid tour guiding to Thai nationals holding the relevant licence. That is unusual among the destinations the trade sells, and it means an operator using unlicensed or foreign-national guides is not cutting a corner on quality, it is operating outside the law and exposing the agent's client to a disrupted day. Ask for licence status as a matter of course.

Community-based tourism is real here and easy to fake. A homestay programme run through a village committee, with the price agreed by that committee, is a different product from a "village visit" that stops a coach for photographs. Dispersal works commercially as well as ethically. Moving a night out of the saturated coastal resorts into the north, the north-east or the smaller islands lowers cost, raises distinctiveness and spreads the load, with seasonality in our best time to visit Thailand guidance.

Thailand's tourism has a documented child-exploitation dimension, and a trade operator that treats this as someone else's subject is not a serious counterparty.

What it looks like in practice is unglamorous: staff who know the reporting route and are told to use it; a stated position against orphanage visits and "volunteer" placements involving children, which are a recognised harm channel regardless of intent; no programming that puts clients into unsupervised contact with children; and vetted, named suppliers rather than an unknown subcontractor on the day. An agent does not need to run this themselves. They do need an operator who will put its procedure in writing when asked.
