Japan's imperial palaces and villas are some of its finest sights, and they are booked for a few people at a time, not for a coach. They are run by the Imperial Household Agency rather than by a temple or a city, they are free or cheap to visit, and they are far quieter than the famous temples. Two Kinds of Site

  • Open without booking. The East Gardens of the Imperial Palace in Tokyo are open on most days, and the Kyoto Imperial Palace is open with free admission on most days of the week. These are the practical choice for a large group.
  • Guided tour by reservation. Katsura Imperial Villa, Shugakuin Imperial Villa and the Sento Imperial Palace in Kyoto, and the inner grounds of the Tokyo palace, are seen only on a booked guided tour at set times.

Why a Coach Group Does Not Fit

The booking rules were written for individuals. At the Kyoto villas and Sento, one application covers only a few people, and the main applicant must attend. Popular tours, especially in spring and autumn, fill soon after booking opens. Some sites admit only adults or set a minimum age for children, most close on Mondays and over the New Year period, and tours run at fixed hours. The itinerary has to fit the tour.

  • Repeat visitors who have already seen the obvious sights.
  • Garden and architecture lovers, for whom Katsura alone can justify a day in Kyoto.
  • Small high-end groups, or a sub-group split off from a larger one while the rest visit an open site.
