Many commercial adventure activities there must be run by an operator that has passed an independent safety audit and is registered with WorkSafe, the health and safety regulator, on a public register. Why It Matters for Group Programmes

A rafting morning, a jet boat ride or a canyon swing is often the day a group remembers. It is also where the agent's duty of care is highest, because one booking puts many clients on the same activity at once. Knowing which rules apply lets you ask the right questions before the programme is confirmed, not after.

Which Regulator Applies

  • WorkSafe registration. Activities that are paid for, guided and deliberately expose participants to serious risk generally need a safety audit and registration with WorkSafe.
  • Commercial white-water rafting has been part of the WorkSafe regime since October 2020.
  • Jet boating is regulated under maritime rules, and adventure aviation under aviation rules.
  • Rules tightened on 1 April 2024. WorkSafe gained wider powers to suspend, cancel or refuse a registration, and operators must now consider natural hazards and have a clear policy for calling an activity off.

What to Ask in Writing

  • Which regime covers this activity, and is the operator on the relevant register?
  • What is the policy for calling off an activity because of weather or a natural-hazard warning?
  • What is the maximum group size, and how many guides go with it?
  • What age, fitness and health information is needed from each client?

Keep the answers with the booking file and confirm them again at quotation, because registrations and conditions change.

  • Clients disclose medical conditions before the day, not at the start point.
  • Guides decide on the day, and weather can cancel or change an activity.
  • Travel insurance is the client's own responsibility; check it covers the activities booked.
