Thailand's Ebola entry rules have applied since 27 May 2026 to travellers arriving from or through the Democratic Republic of the Congo and Uganda. According to the Tourism Authority of Thailand's notice of that date, they must enter through Suvarnabhumi Airport only, are screened on arrival and must register in advance on the Thailand Digital Arrival Card. Our Thailand team sets out the notice in its briefing on the Ebola entry measures. Here we look at what it means for agents who send groups.
What the Notice Says
- Who is covered. Anyone arriving from or transiting through the two countries, which Thailand has designated as dangerous communicable disease areas.
- One airport. Entry is through Suvarnabhumi Airport only.
- Quarantine. TAT's notice says travellers without symptoms are quarantined at a place the authorities designate for at least 21 days. Travellers with symptoms are isolated at a designated public health facility for at least 21 days.
- Before departure. Foreign nationals from affected areas register on the Thailand Digital Arrival Card, and airlines screen passengers and send their details to the Thai authorities in advance.

What Has Changed Since May
Uganda declared its outbreak over on 28 July, and the World Health Organization confirmed the end in Uganda in late August. The outbreak in the Democratic Republic of the Congo was still being reported in September. We have found no Thai notice that removes Uganda from the list, so treat the rules as in force for both countries until Thailand's Department of Disease Control says otherwise. Its hotline is 1422.
The Questions to Ask a Group
Few groups start in either country. The rule also covers transit, so the risk for an agent is a group member whose routing you did not see. Ask for each traveller's full routing at booking, not only the group's departure city. Ask too about anyone who will have been in either country shortly before the trip: a project team, a conference delegate or a tour leader. If the rule applies to someone, plan their arrival into Suvarnabhumi. A quarantine of at least 21 days cannot be sold as part of a holiday programme, so talk to the client before you quote.
