New Zealand group programmes need a weather plan because four popular highlights depend on it: the Milford Road, Cook Strait sailings, scenic flights and the Tongariro Alpine Crossing. Explera DMC keeps a flexible half-day near each, keeps international flights away from those days, and agrees the wet-weather alternative and its costs with the agent before departure.
Agents who sell New Zealand alongside Asian destinations often build it like a city programme, with every day fixed. New Zealand rewards a different shape: a few days that can move. Our New Zealand team sets out the detail in its weather contingency guide. This note is for agents who quote multi-stop programmes and need to explain the plan B to a client before they pay.
Which Signals Do We Watch?
- MetService colours. Yellow watches mean severe weather is likely but not imminent or certain, orange warnings mean be prepared and take action, and red warnings are kept for the most extreme events. Most warnings are orange.
- State highway status. NZ Transport Agency Waka Kotahi (NZTA) publishes closures and delays, which we check on travel mornings when rain, snow or slips are forecast.
- Operator notices. Ferry, cruise, flight and activity operators decide on the day and contact the booking holder, so we make sure those messages reach someone who can act.

Which Days Are Most Likely to Move?
- The Milford Road. State Highway 94 crosses avalanche terrain near the Homer Tunnel. The Milford Road Alliance, a partnership of NZTA and its contractor Downer, closes it when the avalanche risk rises, and the season can run into November.
- Cook Strait. Interislander and Bluebridge cancel sailings in strong winds and large swells and move passengers to later sailings, which in busy weeks can be days away.
- Scenic flights. Flights over the Southern Alps and Fiordland need clear weather.
- The Tongariro Alpine Crossing. In summer the Department of Conservation (DOC) can apply a "Not Recommended Today" advisory, assessed at 6 am each day from the NIWA forecast for Red Crater. It issues no hazardous weather advisories from May to October.
How Do We Shape the Programme?
- One flexible half-day per weather zone. Fiordland, the West Coast and the alpine passes are where it pays most.
- Fixed points at the edges. International flights, ferry crossings and event tickets do not sit on the morning after a weather-dependent day. On a multi-country programme this matters most on the day New Zealand hands over to the next destination.
- Days that can swap. A free day in Queenstown can trade places with a Milford day.
- Terms agreed in advance. We ask each operator for its weather and cancellation terms at quotation, so the agent can tell the client which costs are refunded, moved or lost.

Frequently Asked Questions
What do MetService's colours mean?
Yellow watches mean severe weather is likely but not imminent or certain, orange warnings mean be prepared and take action, and red warnings are for the most extreme events.
Why does the Milford Road close?
It crosses avalanche terrain near the Homer Tunnel, and the Milford Road Alliance closes it when the avalanche risk rises. The season can run into November.
Should a Cook Strait crossing sit before an international flight?
No. When a sailing is cancelled, passengers move to later sailings, and in busy weeks the next space can be days away.
Does DOC issue weather advisories for the Tongariro Alpine Crossing all year?
No. DOC can apply a "Not Recommended Today" advisory in summer, assessed at 6 am each day, and issues none from May to October.
