Kyoto plans to charge visitors more than residents on its municipal city buses during fiscal 2027, subject to an ordinance change and national approval. Coach groups on a chartered vehicle are not affected. Explera DMC's Japan team expects the change to matter for free time and FIT extensions, where clients ride city buses between temples.
Kyoto City intends to introduce what it calls a "citizen-priority fare" on its municipal buses during fiscal 2027, the year from April 2027 to March 2028. Residents would pay less than today and visitors more. Mayor Koji Matsui announced the plan in February 2026. Our Japan team explains the mechanics in its note on Kyoto's two-tier bus fares; this page is the short version for agents who sell group programmes.
What Is Changing, and What Is Not Yet Fixed?
- Who pays less. Residents, identified by a transport IC card linked to their My Number national ID card.
- Who pays more. Everyone else, including every overseas visitor. Cash fares carry no resident discount.
- What is still open. The plan needs a city ordinance change and approval from the national transport ministry, so the final fares and start date can still move. We do not quote a fare until the city confirms it.

How Does It Affect a Group Programme?
- Coach days. No change. A group on a chartered coach does not ride city buses.
- Free afternoons. Clients who explore on their own will pay the visitor fare on every bus ride, and the main temple routes will still be crowded.
- FIT extensions. Couples and families who stay on after the group feel it most; for small parties a private vehicle or taxis can be simpler.
- Rail. The plan announced so far covers city buses. We route clients by rail where it is faster.

What Should Agents Tell Clients Now?
- For 2027 departures, say that visitor bus fares in Kyoto are expected to rise, without quoting a figure.
- For free time, suggest rail and walking between neighbouring sights before the bus.
- For extensions, ask us to price a private vehicle against bus and taxi for the party size.
Frequently Asked Questions
When will Kyoto's visitor bus fare start?
The city plans to introduce it during fiscal 2027, which runs from April 2027 to March 2028. It still needs an ordinance change and national approval, so the date is not final.
Are coach groups affected?
No. The change applies to Kyoto's municipal city buses. Groups travelling on a chartered coach do not use them.
How will buses tell residents from visitors?
Residents would link a transport IC card to their My Number national ID card. Overseas visitors cannot, so they would pay the visitor fare.
How should FIT clients get around Kyoto?
Rail for longer hops, walking between neighbouring sights, and a private vehicle or taxi for small parties. Explera plans each day around the client's pace and the crowds.
