New Zealand's Department of Conservation will issue no new marine mammal tourism permits around Banks Peninsula for ten years. The six operators already permitted in Akaroa and Lyttelton keep their permits, so dolphin trips still run. Explera DMC's New Zealand team books group places with those operators as soon as the Akaroa date is set.
Akaroa's dolphin trips are a fixed part of many Canterbury programmes, and the supply behind them is now fixed too. Our New Zealand team covers the announcement in its Banks Peninsula dolphin permit notes. This page is the short version for agents who sell New Zealand alongside our other destinations.
What Did the Department of Conservation Announce?
On 11 September 2026 the Department of Conservation (DOC) announced a new ten-year moratorium on marine mammal tourism permits around Banks Peninsula / Te Pātāka-o-Rākaihautū:
- No new permits. No new operator can start marine mammal tourism in the area for ten years. The previous moratorium expired on 16 September 2026.
- A wider area. The old moratorium covered Akaroa Harbour only. The new one covers the waters around Banks Peninsula, from the mouth of the Avon-Heathcote Estuary / Ihutai to Birdlings Flat.
- Existing operators continue. The six operators already permitted in Akaroa and Lyttelton keep their permits.
- The species. The dolphins are Hector's dolphins, which DOC classes as Threatened – Nationally Vulnerable.

What Does It Change for Group Programmes?
- Boat places stay limited. With no new operators for ten years, the number of permitted boats stays where it is. On cruise ship days in Akaroa, sailings fill quickly.
- Larger groups may need two sailings. If one boat cannot take the whole group, we split it across departures and plan the rest of the day around both.
- Sightings are not guaranteed. These are wild animals. Clients should hear that before they travel, not on the boat.
- The sailing sets the day. Akaroa is usually a day trip from Christchurch, so the sailing time decides the departure and the return.

How Should Agents Quote an Akaroa Day?
- Confirm the Akaroa date early. We hold boat places as soon as the date is fixed, not when final names arrive.
- Check the cruise calendar. We look at ship calls before proposing a date and suggest another day if the harbour is busy.
- Keep a land option. If weather cancels a sailing, a harbour walk and lunch in Akaroa keep the day useful.
- Plan each destination on its own rules. Wildlife permits, seasons and capacity differ in every country we cover, so we quote each one on its own terms.
Frequently Asked Questions
Can groups still take dolphin trips at Akaroa?
Yes. The six operators already permitted in Akaroa and Lyttelton keep their permits. The moratorium stops only new permits.
How long does the Banks Peninsula moratorium last?
Ten years. DOC announced it on 11 September 2026, as the previous ten-year moratorium expired on 16 September 2026.
What area does the moratorium cover?
The waters around Banks Peninsula, from the mouth of the Avon-Heathcote Estuary / Ihutai to Birdlings Flat. The previous one covered Akaroa Harbour only.
Are dolphin sightings guaranteed on an Akaroa trip?
No. Hector's dolphins are wild animals, so we brief clients on that before they travel.
