From 1 July 2027, New Zealand's Customs levy on each arriving cruise passenger falls from NZ$27.14 to NZ$7.20, excluding GST, while air travellers pay 32 cents more overall. The levy sits inside the cruise or airline fare. Explera DMC's New Zealand team plans shore days and pre- and post-cruise stays for travel agents.
Port charges rarely make a client's itinerary, but they shape the fare a cruise line can offer for a New Zealand season. Our New Zealand team has the full detail in its guide to the cruise border levy cut. This page is the short version for agents who sell cruise and fly-cruise groups.
What Changes on 1 July 2027?
- Cruise arrivals. The Customs part of the Border Processing Levy falls from NZ$27.14 to NZ$7.20 per arriving cruise passenger, excluding GST.
- Cruise departures. The departure levy rises by three cents, to NZ$0.71.
- Air travellers. The arrival levy rises to NZ$13.69 and the departure levy falls to NZ$3.29, a net increase of 32 cents per trip.
- Biosecurity. The Ministry for Primary Industries biosecurity levy is not part of this cut.
Customs Minister Casey Costello announced the new rates on 16 October 2026. The current rates apply until 30 June 2027.

What Does It Mean for Cruise Groups?
- Inside the fare. For most travellers the levies are included in the cruise or airline ticket, so a group does not pay them on arrival.
- Sailings from mid-2027. The new rate starts in the New Zealand winter, so the 2027–28 summer season is the first full cruise season at the lower rate.
- Same work on shore. Shore excursions, coach transfers and hotel stays before and after the cruise are planned the same way.
- Other charges unchanged. The announcement does not change the International Visitor Conservation and Tourism Levy or the NZeTA.

How Does Explera Plan a Cruise Group?
- Shore days. Our New Zealand team plans shore excursions and port transfers for each call.
- Pre- and post-cruise stays. We add hotel nights, touring and airport transfers at either end of the sailing.
- Dates at quotation. A sailing that arrives before 1 July 2027 still carries the current rate, and we check current charges and entry rules for every group.
- Several destinations. Explera DMC also plans programmes in Thailand, Japan and Korea, so a fly-cruise group can add another stop.
