Incheon Airport Departure Charge Increase: What It Means for Group Quotes

25 October 2026 · Explera DMC · 3 min read

The short answer

Incheon International Airport Corporation has proposed an Incheon Airport departure charge increase from KRW 17,000 to KRW 22,000 for international departures, and from KRW 10,000 to KRW 15,000 for transfer passengers. Nothing is approved and no date is set. Explera DMC quotes the Korea ground programme apart from air, so the land quote does not move.

Airport charges rarely make the news, so when an Incheon Airport departure charge increase turns up in the Korean papers, agents ask us whether their Korea quotes are about to change. Short answer: not the land side. Our Korea team has written the Incheon departure charge briefing. Here is the group view.

What Has Incheon Airport Proposed?

  • Departures. The passenger service charge on international departures would rise from KRW 17,000 to KRW 22,000, about 30 percent.
  • Transfers. For transfer passengers it would rise from KRW 10,000 to KRW 15,000.
  • Where it came from. The figures are in data the operator gave to Rep. Yoon Jong-kun of the National Assembly committee on land, infrastructure and transport, reported in October 2026.
  • Why now. Reports say the charge has not changed since 2002. The operator also wants airlines to pay more in landing and other charges.

Does It Change a Group Quote?

Not the part we quote. The charge is collected through the air ticket, so it shows up in fares and taxes. Our quotes cover hotels, coaches, guides and touring in Korea, and those do not carry airport charges. If the agency or its consolidator holds group air, that is where any change would land, and only once a new level and a start date are confirmed. Neither has been, so we would not build either figure into a quote issued today. Higher landing charges for airlines could also feed into fares over time, but nobody can put a number on that yet.

The Incheon arrival itself does not change. Our note on Incheon by KTX for groups covers onward rail from the airport, and the Korean Air and Asiana integration note lists the other air items to recheck this winter.

What Should Agents Do Now?

Keep air and land on separate lines, as most agencies already do. Quote with a clear validity date. If you sell packages that bundle fares, tell clients that airport charges follow the rules in force on the ticketing date. We will tell partners when a decision is made.

Frequently Asked Questions

Has the Incheon Airport departure charge gone up?

No. The airport operator has proposed raising it from KRW 17,000 to KRW 22,000 for international departures, but no increase has been approved and no start date has been set.

What would change for transfer passengers?

Under the proposal, the charge for transfer passengers would rise from KRW 10,000 to KRW 15,000.

Who pays the departure charge?

Departing passengers pay it through their air ticket, so it sits in the fare and taxes rather than in the ground package.

Does this change an Explera DMC ground quote for Korea?

No. Our Korea quotes cover hotels, transport, guides and touring. Air fares, taxes and airport charges are handled by the agency or its consolidator.
